Minutes for December 16, 2019
Minutes, meeting of the Lakeview Shores Bradford Park Civic League December 16, 2019. The meeting was held at 7:00 PM at the Bayside Church of Christ, 5025 Shell road, Virginia Beach VA 23455. 1. Matt Umlauf called the meeting to order. 2. Karl Schellenberg reported the minutes of the previous meeting which were approved with one correction. Since Christina was absent, Matt reported the treasury containing $846. 3. Linda Young of the census bureau gave a presentation regarding the coming census in the region. She pointed out that opportunities for temporary jobs were available. These would involve canvassing houses which had not replied to the mail in census questionnaire, and would pay $18.00 per hour. The jobs would be available in late April and we’re flexible in time. She pointed out that an accurate census is critical for Federal funding which depends on the population. 4. There was no old business. 5. Wes McCullough gave an update on the speed study of Cullen road. Data was collected regarding speed on the road at certain times, and there were not enough speeders to qualify for mitigation by the city. 6. Next meeting will take place Monday March 16, 2020. 7. The meeting what then adjourned at 7:45.

By-Laws of the Lakeview Shores Bradford Park Civic League
By-Laws of the Lakeview Shores Bradford Park Civic League ARTICLE I A. Henceforth the name of this Organization shall be known as: Lakeview Shores Bradford Park Civic League, Inc. B. Bradford Park is an older neighborhood than Lakeview Shores. Lakeview Shores will not be liable to follow Bradford Park’s rules regarding restrictions and other matters, and vice versa. ARTICLE II Purpose A. To promote participation in all activities that pertain to development of civic League safety and the general welfare of Lakeview Shores and Bradford Park for reasons of improving the environment of this community. B. To cooperate with existing local government but to remain strictly non-partisan. C. To cooperate with other organizations engaged in worthy causes of common interest. D. To encourage and promote the registering and voting of residents in local, state and national elections. ARTICLE III Membership A. Any adult resident or property owner of Lakeview Shores and Bradford Park who has indicated his or her willingness to become a member by paying current dues shall be accepted. The membership reserves the right to cancel a membership as indicated in Article III, paragraph D. B. Dues are ten ($10.00) per household, per calendar year, and due no later than the spring meeting. C. A member shall be entitled to all the rights and privileges of the League D. Any member who shall be delinquent one year in dues paid shall be dropped from membership and notified by email or postal mail. ARTICLE IV Officers A. The officers of the League shall be President, Vice President, Treasurer and Secretary B. All officers mentioned in this Article shall constitute the Board of Directors C. An unelected “Caretaker” Board of Directors may serve for the first year of the League’s existence ARTICLE V Functions of Officers A. President: The President shall preside over all meetings. He or she shall appoint a chairman of all committees and shall be ex-officio of all committees with the exception of the nominating and auditing committees. The President shall authorize the payment of all bills of Fifty Dollars ($50.00) or less. The President shall be authorized to co-sign all checks. The President shall have the authority to appoint committees as needed. B. Vice President: The Vice President shall preside in the absence of the President. He or she shall be in direct charge of programming. He or she shall be of direct assistance to the President and shall be authorized to co-sign all checks. The Vice President shall be responsible for the custody of and accountability of all civic League property in the event the President resigns. In the event the President resigns, the Vice President will preside over all functions of the President until such time the League elects a new President who will complete the unexpired term. C. Treasurer: The Treasurer shall receive all moneys and deposit the same in a bank approved by the officers of the League. The Treasure shall be directed to pay out moneys of greater than $50 as directed by a majority vote of the board of the directors or membership. He or She shall keep a record of all receipts and all expenditures and send out all communications of fiscal matters and pay all the authorized bills by check signed by two (2) officers. At each business meeting the Treasurer shall report the status of the Treasury. The Treasurer shall have Civic League accounts available for audit annually if desired by the membership by an Auditing Committee composed of three (3) persons who shall be appointed during the first meeting of the year. They will report findings at the second meeting of the year. D. Secretary: The Secretary shall keep a record of the minutes of all League meetings. The Secretary shall keep a record of all current members, their addresses, email addresses and telephone numbers. The Secretary shall coordinate all notices necessary to keep the membership informed of all activities and handle all official correspondence for the League as directed by the President. The Secretary shall keep a record of the voting. The Secretary shall read the minutes of the prior meeting. E. In the event of resignation of an officer, the President shall appoint a member to act as temporary holder of the vacated office for the remainder of the term. ARTICLE VI Quorum A. A quorum of the League body shall consist of at least 15 bona fide members. B. Three (3) members of the officers may also constitute a quorum. ARTICLE VII A Voting shall be “AYES” and “NAYES”. The President may vote only in ties. ARTICLE VIII Meetings A. Regular meetings shall be held quarterly during the calendar year at a location and time to be specified by the Board of Directors to reflect the wishes of the membership. B. Officers of the League may call a meeting of the League body at any time deemed necessary. C. The place and time of meeting shall be included in a notice to all members. All residents of Lakeview Shores and Bradford Park shall be notified of regular and called meetings by email. ARTICLE IX A. Only members may propose any amendments, changes and additions to the By-Laws B. Any proposed amendments, Changes and Additions must be submitted to the President in writing. C. The Board of Directors must evaluate the proposals entered under this article and they must present their findings to the floor at the next regular/called meeting. Article X Order of Business A. Adjournment Article XI Time limits of discussions may be placed on members at the discretion of the President for a maximum of four (4) minutes per member and that member can talk on the same subject two (2) times. ARTICLE XII Nominations and Elections A. The Nominating Committee shall consist of three members to be appointed by the President at the Winter Meeting to make a report at the Spring meeting in writing. B. The nominating committee shall select at least one (1) member for each of the offices of President, Vice President, Secretary and Treasurer, which the committee shall submit to the body with the knowledge of the nominated members who were selected. C. The officers shall be elected at the regular Spring Meeting. A majority of the members shall elect the officers. D. These officers shall be elected annually for a term of one (1) year and shall serve until their successors are elected and installed. The Secretary and/or Treasurer may be elected to serve consecutively in the same office. E. Elected officers shall assume their duties at the close of the meeting at which they were elected. ARTICLE XII Robert’s Rules of Order A. The rules contained in Robert’s Rules of Order shall govern this League in all cases to which they are applicable.
